IIRC anything post 1973 when the fitting of seatbelts became compulsory.
Fitting of rear seat belts to new cars became compulsory in 1987.
Retro-fitting of rear seat belts has never been compulsory.
(Retro-fitting of front seat belts became compulsory in 1968 - what is
it you feel happened in 1973?)
Just to add a little to the above. It was in 1966 that it became law for british car manufacturers to fit seat belt mountings, even if seat belts were not fitted as OE equipment.
Thaught you might like to know that. :-)
