Who said it did? That link says 700,000 - as does the 2001 Census as
reported on www.leeds.gov.uk - but then, they've got a vested interest,
haven't they?.

Yet Liverpool's shrunk to a half of it's size 70 years ago. Learn to
live with the fact that your city is dying.

Leeds doesn't even have a metropolitan telephone exchange. And London
is not a municipality. I don't know that any constituent borough of
London has a population of 450,000, though Croydon might approach it.

Even if there were only one DVLA HQ office and no regional offices,
it would still be possible to issue distinct Liverpool marks to
vehicles newly registered at addresses there.

Manchester isn't even the nearest LVLO to Liverpool. According to
Autoroute, it's 32 miles from Liverpool to Manchester. If it's such
an issue, why don't Liverpool new car dealers use the Chester LVLO
(19 miles) and get a Dx (Deeside)?

Why would that be better?

Because, if you're so paranoid, it isn't Manchester? And, therefore,
couldn't be perceived as Liverpool being subsumed into Manchester?

Or, perhaps, Px-for-Preston? That's only four miles further than
Manchester.

(Besides - Does Manchester even WANT Liverpool? Has anybody asked 'em?)

No, thank you. I've been there before. It was enough. There were some
nice - if pretentious - bits around Albert Dock, surrounded by what
appeared to be a massive toilet.

Which it doesn't. It implies that the first registration paperwork of
that particular vehicle was processed by a registration office which
just happened to be in Manchester. That's all. From that, you choose to
infer some conspiracy.

<sigh> - One last time. It's simple. The LVLOs were divided into rough
areas that registered roughly similar numbers of vehicles every year.
Then, within those areas, the second letter was allocated, again,
according to the rough number of vehicles registered by each office
every year. The Manchester office is busy enough to have a whole first
letter to itself, it seems. The borders and NW register enough to cope
with two entire other letters - Dx and Px. All the Addison Lee minicab
fleet in London are on Dx plates - because, presumably, they're sourced
from a dealer somewhere up there.

Perhaps Liverpool itself just doesn't register that many new cars? It's
hardly the wealthiest part of the country, after all.

It should have been L for Liverpool, C for Capital, W for Wales.

W is "West of England". What should they use for West of England? That
comprises three registration offices - Truro, Exeter and Bristol.

The spare first letters are I, J, Q, T, U, X and Z.
