100m visibility is the upper limit for foglights, the least foggy. At 100m
vis if there were cars close behind (a few car lengths) and clearly visible
why would I put my fogs on in the first place?

And even at 100m the fog takes the edge of fogs compared to clear
conditions.

IME Fog is rarely consistent in thickness. If it's 100m in one place it
could be 10m or clear a mile down the road. I adjust the lights to suit.

I don't use fogs at all unless I can see from other cars that they are
needed.
