I think David was indicating that he had been confused by a DC appearing to be a SC road due to being unable to see a second carriageway. He failed safe in perhaps(?) assuming it was an SC.
There are several similar bits of DC around the country, where the opposite carriageway is not visible and it can be quite unsettling driving along them, especially if they are a result of the conversion of an SC to a DC.
