Why are resources limited? Why are opportunites limited? Who sets
the limits? Why do we accept it when it costs lives?
And even then, how do you reduce road deaths? Clearly current policy
is failing to do so, and is less successful tahn what we did 12 years
ago. Why? What is being done to change it?
Or are we just accepting it?
