Can't you read your own source? It says...

no one has a right to run into another vehicle, all vehicles should proceed
carefully at a speed that allows them to stop in the distance they can see
to be clear.  In this case neither the car nor the cycle were taking
sufficient care or leaving enough space.

The cyclist could see his way was clear but the motorists could not.
Also the cyclist had right of way and was the most vulnerable. The
motorist should have taken these factors into account.

It would appear from the video that both the motorist and the cyclist
were unsighted from each other and this was a genuine accident (as
opposed to deliberate!).  However the cyclist was overtaking traffic
on the nearside (undertaking) and approaching a junction where
vehicles turning right was a possibility and perfectly legal. The
cyclist should have slowed down and been prepared to stop.

Look at some of his other videos, he is too bothered about "claiming
his lane" to have time for his own safety. He rides from his own
rulebook and cannot deal with infringements in real time.
