Well actually I do ride push bikes on a regular basis and I did have
some initial training before I was allowed (by my parents) to ride on
the road. Many of the issues in using the highway are similar for
cyclists and motorists.

Indeed many of the issues are the same however there are specific issues
which relate to riding two wheels that are not a concern when driving a car.
And there are specific issues that relate to riding a pushbike but not (so
much) motorbike.

Merely wearing bright clothes, lights and a helmet, and riding in accordance
with the law will not keep you safe.

No, but they considerably reduce the probability of being killed or
seriously injuried. Competent cycling also helps.
