As a cyclist who professes to cycle about 2,000 miles a year Derek, have
you voluntarily paid to get yourself National Standards Cycling
Training? Only if you think training and certification of cyclists is
such a good idea I am sure you would want to take advantage of what was
already available whether it was mandatory or not.

I took and passed my cycling proficiency test when still at school. I
have since gained a full car and motorcycle licence and keep up to
date on the Highway Code. Once you have learned how to ride and
control a bike, then the rest of it is knowing the law and rules of
the road.
