I was cycling slowly (4mph as there were young kids about) across
our local park - the paths have been tarmaced by the Council
specifically to help this when a dog ran into my front wheel. I
don't think I went over it and it was more shocked than hurt. The
owner seemed unphased and after waiting for her to deal with the
dog (which she didn't do) - still yelping - I left the scene. Not
a road traffic matter and she was at fault in not having the dog
on a leash., When I got home tonight she had turned up at 1700 with a
vet's bill
for some painkillers and x-rays, expecting me to pay. She said she
had been to the police. My partner sent her away.
I don't feel in any way in the wrong or responsible. Is this
reasonable view?
did you give your name and address to the dog owner at the time of
the collision?
No, she got the details from the Cyclists and Bicycle Registration
Authority.

the op did not mention giving details, so I wondered how the owner turned up
