In a fair world one would expect the wishes and choices of the
majority to be respected.

Hangings, floggings, burnings at the stake. That what happens with
mob rule.

Taxing cyclists would cause them more pain.

Most cyclists already pay tax.

But not Road Tax. Sponging freeloaders.
