Exactly!  Fuel duty and the VAT on it (and road tax for that matter) all
goes into the same central pot, and that is how that pot was allocated..

It's pretty much accepted by climatologists that the El Nino/La Nina
cycle has influenced the heavy monsoons and subsequent floods in the
subcontinent in recent years, and that this cycle is due to global
warming. I think you're confusing, in your hint that people "/like/
to believe" this with what is the cause of the global warming.

You are probably more right here than above, but "assume" is too
neutral a word. The growing body of evidence and majority scientific
view is a little bit more than an "assumption".

The long term costs to the global economy of Global Warming is hard to
quantify - the human costs even harder, but Britain and other rich
economies would be well-advised to set aside a percentage of their tax
take to mitigate against future harm.

Absolutely, and we know from the Stern Review that British motorists
already pay several times the estimated assumed cost to the world
economy of the CO2 that they emit; in fuel duty and the VAT on it alone.
  When we add the other taxes that motorists pay, and the immense value
of the benefits that car use bring to our society, we can see that the
source of such a reserve should certainly not be the activity of motoring..

Alternatively we could explore whether something that does not emit
the quantity of CO2 can be encouraged that would bring similar (or
greater) benefits to society. I agree that constantly taxing more for
the sake of it without any structured policy for alternative transport
is proving generally fruitless.


They need to look to sharing that burden equally and equitably amongst
the whole of society and not to scapegoat specific soft targets.

Cue obvious jokes about someone encased in 2 tonnes of metal cage
being seen as "soft"!
