collated from Police and Hospital sources by Civil Servants employed
by the Department for Transport.
Apparently it seems that a Conservative politician is now accusing the
DfT of trying to 'bury' the Transport Reasearch Laboratory's report
PPR446 on cycle helmets. See:

I could not find a detailed assessment of the report by the CTC.
However they have stated in a comment
According to CTC, those failings include ignored "the fact that
wearing helmets can sometimes increase the chance of a cyclist being
involved in an accident."
It's a pity they did not give references or back up this significant
claim.

Many cyclists are proving the need for registration by their contempt for the Highway Code and laws.
The answer:
All cyclists over 16 to take compulsory test, have compulsory insurance, and be registered.
Registration number to be clearly visible on the back of mandatory hi-viz vest.
Habitual law breakers' cycles confiscated and crushed.
