Possibly because the speed limits don't apply to cyclists.
I expect the bike they were riding hadn't passed an MOT test and the rider probably didn't have a shotgun licence either. Are you going to bleat about that too?

So you think it is OK for a cyclist to overtake on the nearside of a car, this would be your idea of safe use of the road?
