"Official statistics"? I think you mean reports produced by people
who want to make helmets compulsory, as they state in the majority
of their reports.

There is in the way that some of the data is interpreted by the BHRF!

Although I don't trust our politicians as far I could throw most of
them, official statistics are prepared by Civil Servants who are
supposed to be politically neutral and have no reason to falsify
them.

In any case, all three major political parties are broadly in favour
of promoting cycling to encourage fitness, to reduce CO2 emissions,
and to appease the Green(washed) lobby, so why do you believe that
they would have an interest in falsifying the statistics? Cyclists are
allowed to get away with murder in every other respect - no licence,
registration, insurance, or test of competence required, so why should
helmets be any different?
