Not really. It's little different from a 'false one-way street', with a no entry at one end with a cycle bypass.

Key factors in safety are traffic speed and volume. Sightlines need to be adequate for the speeds drivers go at.

As long as drivers know contraflow cycling is legal, there is little conflict, with traffic in opposite directions passing at gaps in the parked cars.

If drivers think contraflow cycling is illegal, some will try to intimidate contraflow cyclists, but it's still pretty safe, if slow, on minor roads, as long as you give way to with-flow traffic.

There are plenty of cycle one-way and no entry exemptions in Ealing, both with and without cycle lanes, and the cyclist casualty rate is too low to measure.

The government published guidance on how to allow contraflow cycling in 1998. What's new is trying to do it without the engineering and sign misuse that is needed to get around the fact that "no entry except cyclists" is still an illegal sign combination in this country.
