Great, well done Ian. Go with it. Don't spend too much time navel-gazing - I want my ng back.
Shame it comes to this, but as we used to have a decent ng without moderation, once there's a big troll-stick the problem of moderation will become minimal (just hassle for moderators). Some posters have concerns about the possibility of PC-ness and toeing the party-line being a result of moderation, but we all know that the the 'rules' are not there for that purpose.
CHARTER
This group is for the discussion of all matters relating to cycling
in the UK. Recreational cycling, cycling for transport, racing, and
other forms of cycling are all on-topic.

Possible rewording of the above: "...pleasant, and supportive of the UK cycling community"
Advertising: There should be a policy statement in the charter. There are plenty of reasons why advertising should be permitted providing it is on-topic. In the unmoderated ng, apart from random spam, we don't suffer much from being flooded by adverts - neither do we benefit from "Events in Essex in Cycle-week" type of thing. Might I suggest that the advertising policy starts off as laissez-faire (but on-topic of course)and visit it again if it doesn't work in practice.
The bit below probably belongs in a separate MODERATION section
The moderators may, as they see fit to achieve these goals: approve,
reject, robomodorate, whitelist, blacklist, make enquiries, write and
change detailed procedures or policies, delegate, and/or take other
reasonable measures.
In case of disagreement amongst the moderators, the majority of the
moderation panel shall prevail. The moderation panel may vote to
dismiss or appoint moderators.
uk.rec.cycling will remain as an unmoderated alternative; articles
which are unsympathetic to cycling (for example, vehement opposition
to cycling or cyclists, and full and frank discussions of transport
policy) may be posted there or to other unmoderated groups in uk.*.
OK I'll do my moderation bit.
