Agree with Pete re spreading the load around, but 15-20kg shouldn't be
too much for a good rear rack + panniers.
Try to get the centre of gravity lower down - make sure the heaviest
items (lock, laptop etc.) are at the bottom of the panniers. Lighter
items (e.g. clothing) higher up. Re-packing the load carefully has
fixed handling woes for me during tours.
