It's pretty unlikely that the writer of the "why oh why" letter is
qualified to come to the opinion that use of facilities should be
mandatory, he does not mention any relevant credentials and if he
was up to speed on the issue then he would know that the idea of
mandating use of facilities is a dead duck right now, even more than
it was a couple of years back; an attempt to reinforce the /advice/
to use them was kicked out of the recent Highway Code update as
unsupportable on a number of grounds, not least that case law has
explicitly rejected it.
