Unfortunately, the implicit message from a lot of facilities is that cyclists should keep out if the way of traffic and stay left at all times and that green paint shows the safe places to be, which is usually on the extreme left of the road in a narrow cycle lane.
Large numbers of people take this to mean that you should never ride in the middle of the lane and that staying on the extreme left is safer, even if you end up riding in a way which is extremely surprising to other road users.
They are wrong but they are a significant number of people. You can blame them for being stupid or you can look at the system and ask what led so many people to make the same mistake.
