In temperatures of 20C or more (or anything over about 12C, really) I don't think keeping dry matters. Bare arms and legs are fine, sandals (without socks, obviously) are better than shoes. A thin windproof gilet, and maybe a pair of Rain Legs, mean that even if the torso gets soaked to the skin the wind won't blow the layer of warm water away. It means you get to retain a nice warm layer of water against the skin, just like wearing a wetsuit. A peaked cap is reasonably affective at keeping rain off of glasses, and the back of a track mitt can be used for wiping the lenses from time to time.Everything you say above is really good stuff (and well presented) but there are some people who are totally clobbered by a little bit of cold and who take, literally hours to warm up or 'catch cold'. (ISTR HG Wells was one of them.)
The only thing you really need to keep dry is your change of clothes for when you reach your destination. Ortlieb panniers are your friends here.
