How would you define a "gas guzzler"? As cars with older technology or bigger than average engines, which are only used sparingly or at weekends, and so consume less than average amounts of fuel - as our politicians seem to favour, or as cars, regardless of engine size, which because of their heavy usage, or the way they are driven, consume more than average amounts of fuel?

The idea that the congestion charge is some huge backhander for the politicians is contemptible.

Who has made that suggestion? Not me.

I wondered what you thought the benefits of the Manchester system would be, as apparently, of the near £1 billion revenue the London system had made up to the end of 2007, all but £10 million of that was consumed by the operating and capital costs of the system. Into the bargain, congestion in London is at about the same level now as it was before the system was introduced.
