It happened to me at traffic lights in Summertown in North Oxford the
last time we had a hot day -- in June about ten years ago I suppose --
and I caught up with them about two miles later half way down St Giles
when they were caught in the gridlock that is central Oxford.
Unfortunately, they were in a lorry cab with windows that started well
above my head so I had to content myself with waving at them as I passed.
I'd get the number plate and report it, and then demand full and detailed medical testing of everyone who was in the vehicle on the grounds that they could have infected me with anything they happened to have. A damages claim against their insurers for time off work, medical tests, mental trauma at the thought they could have infected you., etc would do nasty things to their premiums, which will cost them if self employed or bring their managers wrath down if working for a company.
All of this does depend on getting the number plate though.
Spraying body fluids (which spit is) over other people is an obscene form of assault that in any civilised country would result in a very large fine, long prison term, or both.
