Yes. Ditch the backpack, get panniers on a rack. Fit smooth tires, not nobbly ones, and pump up to the max allowable pressure; see how those two adjustments feel. And, yes, a hybrid or touring will help more, as they can come with mudguards, rack, smooth tires, dropped bars, as standard.
