It's another (probablt justified) rant about cyclists knocking down old
ladies and jumping red lights.

He then spoils it by demanding cyclists pay road tax and insurance. Apart
from this costing more than it would raise, there being no problem worth
legislating against with uninsured cyclists etc, his 'solution' fails
completely to address the problems he's so concerned with.

p.s. does anyone know how many pennies cycle insurance would cost the
cyclist? 3rd party only of course (the theft bit would make it silly
money).
