Unfortunately it sounds like a fault in the controller unit which'll require a visit to a highwayman, sorry I mean VW dealer. Their diagnostics - plug in to computer and print diagnostic report - will cost you an hour's labour at about £100.

It *may* be worth asking an independent aircon specialist if they can diagnose controller issues but I suspect not as it doesn't sound like a generic aircon issue - the fan isn't usually disabled on aircon faults.

If you're happy to do so you could open up the dashboard and check all connections to the controller.
