golf mk4 remote key

My son has a s-reg mk4 golf 1.6se
One of his keys stopped working (as a remote),probably needing new
batteries,
so he put it away and started using his second (identical)key. Now that
has stopped working
(again probably needing batteries)
All batteries have now been replaced, but still neither key will work
as remote.
We,ve tried the suggested solution i.e 1 key in ignition and 2nd key
locking doors by hand etc etc,
Someone has told him the batteries needed to be replaced earlier
because they supply a second battery on the pcb which supplies the
memory holding the code.

When using the 2 key method ,does one key need to be working ok as a
remote

Any help out there would be much appreciated
