Hesitancy and flatspots 115hp TDI Golf mk4

My 2001 mk4 golf tdi 115bhp has begun to hesitate when accelerating :

Between 2000 and 3000 rpm, intermitent, difficult to reproduce, worse
when cold, almost like a flatspot.

Occurs whether heavy or light acceleration.

Its being getting worst over the last 5000 miles.

Otherwise it runs fine.

Reading the forum archives suggest a possible problem with "Air flow
meter".

Is this the most likely cause - any other ideas.
