a) What vehicle is it?

The new C4 Picasso.

b) Are you sure that the LHD / RHD lamp conversion isn't a matter of
flicking a lever at the back of the lamp to alter reflector angle? It is
for a fair few cars.

Not as far as I can tell (Audis seem to offer this on various models).

c) I expect the VCA will actually test headlamp alignment, a la an MOT
test...

I think it's rare that they actually test for themselves, but they do ask
for 'proof' that the changes have been done (invoices from the garage - but
what if someone was able to DIY?)

A receipt for the lamps and a receipt for fitting if not done by yourself should be plenty. If they want to prove it for sure, they can check the beam pattern. I'd suspect it's more something that you'd tend to get bollocked for when they prove you've not done it...

As far as I can find out, the MOT's main concern is that the lights don't
dazzle other drivers. Masking the beam is good enough for the MOT, but this
wouldn't satisfy the VCA. On the other hand, I've seen claims that LHD cars
don't actually have an uplift of the beam to the right (don't know if this
is true), and that bi-xenons have a flatter beam anyway, so would they pass
an MOT?
