Propane is fed in to the tank as liquid. To make room for this liquid
251/250 of that volume of vapour in the tank will condense to liquid
and occupy 1/250th of the volume it did when vapour, which makes room
for the additional liquid with nearly no change in pressure. If the
incoming liquid is cooler than the tank the pressure will drop, if
hotter the pressure will rise and if the same there will be very small
rise in pressure as the condensing vapour gives up a tiny bit of heat.
Air won't condense, it acts as a spring. As the liquid level rises the
volume of air gets smaller but there is still the same amount of air
in the tank so tank pressure rises until the pump can't pump anymore
and it stalls with the tank part full.
Also air + propane = explosive mix so the tank shouldn't have air in
it.
