They were wrong, or perhaps they were just not concerned about it.
I think it would help if instead of generalised personal opinions we deal with facts.
The Highway Code clearly states in Para 214 to 216 where parking is not permitted. Para 217 states "DO NOT park your vehicle or trailer on the road where it would endanger, inconvenience or obstruct pedestrians or other road users." and gives examples. Para 217 states when parking without lights is permitted but also states "Other vehicles and trailers, and all vehicles with projecting loads, MUST NOT be left on a road at night without lights."
It regards caravans as trailers.
In short the only differences are that a caravan because of its size may cause an obstruction when a car would not and a caravan MUST NOT be left on a road at night without lights.
This of course will probably start a debate about what "without lights" means and it doesn't answer the question as to whether fitting a motor mover changes a caravan from a trailer to an electrically propelled vehicle which is exempt from road tax and also from the London congestion charge.
