The whole sentence. This is a caravanning newsgroup, therefore anything to do with caravanning, other than repetitive commercial adverts, is on-topic.

Sorry to be blunt, but that's a load of bollocks... if it has nothing
to do with the subject of the thread, then by definition it is OFF
TOPIC and pointing that out to the person who took the thread off topic
is legitimate.

Anyway, continually spamming this group with links to your own forums
somewhere else is NEVER on topic, unless the subject of the thread is
something like, 'Are there any other forums you can recommend where I
can read about caravaning', however recommending your own forums would
still be bad form.

And to get back on topic, slightly, if there is a FAQ for this group
I'm sure it advises against continually advertising your own forums, if
not it bloody well should.
