Disability Descrimination Act (I think).

If you do a website in flash, it basically means that most of the time the
font cannot be set to the viewers' specification (notice that some websites
override your own settings with CSS, making some sites difficult to read) -
and they also cannot be read using a screen reader (for the blind) which
reads the text in from the page.
