She was a steam turbine ship and would have needed new engines and a
major refit to have continued in service much longer.  While Major's
government were considering replacing her after the 97 election the
incoming labour government decided it wasn't good use of the defence budget.


Not whilst they had so many other important things to spend the money
on that we’re still, scratching our heads, trying to second-guess.
