Is it purely for historical reasons or is there a practical
reason as
well?

When trains are regularly found to be "full and standing" (also
called "crush loaded"), like they were in London on Sunday, it
would be impossible to find the space to be able to circulate for
either passengers to find the ticket seller, or for the ticket
seller to move amongst the passengers. That's a pretty good
practical reason, don't you think?
