Possibly because he had a ticket to Lille and stayed on the train. This happened some months ago when Theresa may was returning from Brussels, with the would be immigrant being apprehended at St Pancras.
It's by no means clear that UK immigration at Brussels lets people on the train who have tickets only to Lille but lack qualifications to enter the UK.
Indeed, if this were the case, you'd expect fun and games like this on a daily basis, not once in 15 years.
It quite possibly does happen on a regular basis, but just doesn't end like this.
I read something a while back about the Belgian government's unhappiness with the current arrangements, which they only accept grudgingly - they took issue with a third, non-Schengen state doing border checks for passengers undertaking intra-Schengen journeys (which aren't supposed to be subject to routine border controls), seeing it as being somewhat at odds with the Schengen agreement.
So I'd suggest it's by no means clear that UK immigration at Brussels can deny boarding to people who (supposedly) are only heading to France - indeed I've some notion that they cannot (but can't back that thought up with anything concrete).
