Good to all three of those, in my view. But can you see Ryanair
bringing in a "proportional flight duty calculation fee"? :)
The low cost airlines have fairly consistent aircraft type (the per-plane duty will surely be more for a bigger or older plane) and loadings, so should be reasonably easy to invent a "flat fee" charge to pass on.
Airlines with diverse equipment and often poor loadings (eg KLM from Brum) will struggle to have a flat fee that makes sense.
