Given the much improved reliability of modern vehicles, and especially
the vast reduction in the risk of punctures to their tyres, I have to
wonder whether the provision of a continuous hard shoulder is really
worthwhile. It now seems an overprovision, particularly on a two lane
motorway.
A simple calculation of how much we are prepared not to spend to not
save the estimated increased number of deaths.
