Most cities have storm-water drains/tanks for this kind of event. But
it's possible that London is more worried about keeping the drainage of
the Tubes and other subsurface infrastructure going in a storm, than
surface buildings.

London, for a considerable distance from the centre (say Charing
Cross if one wants a point definition), largely relies on the
Victorian sewers, which are largely combined (sewage and surface
water) sewers. Some of these are culverted rivers, the Fleet
probably being the best known and some built from new. The railway
link is that they were built around the time the first underground
railways were built and the District Line runs alongside part of
this system in the central area.

I believe the Westbourne is actually trunked across the District Line at
Sloane Square station.  Don't know if it can still be seen.

It can. I read an account on the web a while back from some guy who'd
claimed he'd explored the Westbourne with companions - can't remember
if there were photos or not but I remember there being reference to a
giant valve that could have mangled them if it had operated when they
were passing through it. Plus of course they could have drowned. Dunno
if this particular account was balls, but there's certainly plenty of
other accounts out there of the exploration of various sewers and
storm drains. I can sort of see the attraction, but as David said
earlier on such ventures come with a considerable health warning.
