Whilst I agree that it is very disappointing to find 'poor' museums...
....and there are many (including biggies) with large gaps in what they do (for example exhibits with no writing or explanation, or for example no clue about the art and importance of encouraging children, and many, many other shambolickisms) ...
....they have to cater (literally) for all sorts of visitors who may have only come on a coach trip for a day out, are deaf, not interested in ironmongery, can't walk distances or up and down stairs, have small children, have teenagers,... ...oh yes, and the aficionados.
In my experience curatorial staff are usually more than pleased to discuss their collection but they're often multi-tasking and need to be loosened-up. Their speciality might be, say, signalling so don't expect them to have any clue about diesel locos. Be a good patient _listener_ and you should get as much of their enthusiasm as they can spare in the circumstances.
