Considering that we've had priority seating for years, the answer is no, no
and no. There is a quartet of fat bitches on my train every morning who have
no right to occupy the (clearly marked) priority seats every day, apart from
the fact that they eat too much and are too lazy to stagger any further from
the doors (if they are capable of doing so) - meanwhile the poor woman with
the crutch has to struggle every day to find an available seat! It remains
the usual, unregulated free-for-all. Stickers on windows, good manners and
consideration for others seem to count for nothing.
Obviously I know nothing about your train or the people on it, but
perhaps one day you too will have a disability with no visible signs for
others to see, and you too will be sworn at for occupying a seat that
you desperately need.
