The Essen one is a serious embarassment.

It was built as part of a state-sponsored "research project" which
meant that Essen got it for almost nothing, which is the only reason
they approved. It was previously a tram line.

When the original rolling stock came up for replacemnet, they were
unable to find anything suitable as bus designs had moved on and none
of the off-the-shelf buses could easily be modified to fit within the
loading gauge. They ended up having to buy hideously expensive buses
to do the job. The have been debating the abandonment of the whole
thing for some time and the only reason they can't is that they'd have
to pay back the "research grant".
