Without seeing the image (AFAIK not possible to read through
google.groups - but lets not digress into readers) and without knowing
exactly what is on the side of the loco I'm none too sure what you are
asking, and I can't find any example for an ex-UK 66.
However, I can find one for an EWSI / ECR ''class 77'' i.e. one of the
EWS 66s built especially for Europe where ''77005'' (I have no idea if
that has any meaning within UK systems such as TOPS) carries number 92
87 007 7 005-2 F-ECR.
The digits are per UIC-438 as you have found already. I'm not sure if
the letters are actually part of UIC-438 or an amendment to it but the
F simply means France and ECR is pretty obvious. I assume nominally
Toton based 66s might carry something different
Reason I'm not sure if the letters are part of UIC-438 because if they
are I for one would have expected some sort of connection between UIC
ISO standards and use ISO 3166 ''FR'' for France and not ''F'' .
Not all the codes are obvious though - ECRs new electric locos -
Bombardier Traxx are for example in the case of ''186161'' 91 80 6186
161-6 D-BTK where D = Germany (even though ECR is registered in Paris)
and I have no idea what BTK means -depot, leasco, base, contract.
Mainland continental operators - not just the big national ones - are
all applying these numbers in some form but not yet universally
displayed. I think there is a UIC recommendation for all member lands
to use these numbers even on domestic stock but it remains to be seen
if the UK ever does.
I have not yet seen a definitive list of the country codes in letter
form : I have seen assorted lists complied by observers - but not yet
one from an official UIC source. As most of the codes seem to be more
akin to road vehicles or civil aviation codes I think there has been a
certain amount of gap filling guesswork by authors of such lists.

Thanks for that. The picture will appear here http://abpr2.railfan.net/ but probably not until early November because they seem to update monthly so the October posts appear in early November.
As far as I can tell the loco was in the UK at the time of the photo (the photo caption is "around the midlands). It is in EWS colours with what looks like additional "Euro Cargo Rail" branding.
