Read the relevant section of the Highway Code and you'll see that it
just doesn't emphasise the position you are taking whatsoever - see
section 291 to 299 on this page:

With regards to controlled crossings, at no point does it suggest
anything like the analogy you have used above, it just sensibly says
of Level Crossings: "Approach and cross it with care."
And that's all I have been advocating. All I have said is that I do a
visual check before going over a LC*. That is what I understand by the
phrase "approach and cross it with care".
In that sense, it's exactly the same as being on a minor road that
crosses a major one. I approach the junction being prepared to stop, but
I proceed once I have verified visually that it is safe for me to do so.
From some of the replies that have been made, one would think I had saidthat people must stop at LCs in all circumstances, but I haven't said
anything remotely resembling that.
* well, okay, I have also spelt out the implication that anyone not
doing this is not driving as carefully as they could be. It surprises me
that anyone regards that as a controversial suggestion.
