The story mentions no organsation. Are they freelance campaigners?

There is an unspoken agreement on this. In the 60s protesters of
various kinds found that if there was no trouble, then the media,
under heavier establishment control then than now, wouldn't report it.
So, to get their protest reported, the protesters caused some trouble.
The police didn't like getting punched up just to create a report of
what could otherwise be a peaceful protest, so the police put pressure
on the media TO report such protests. It results in protests being
staged wholly for the media, nobody else is there. Greenpeace have an
unspoken standing arrangement with the police and media for this. The
rest of us need take no notice.
