They provide reasonable protection for falling off your bike onto the
road. Those racing may be more likely to do that, as may children.
However, it's been some time since I last actually fell off (due to
black ice), and in no such incident so far has my head hit the
ground. This causes me to make my own judgement, risk assessment,
call it what you will, that the risk of me overheating and the
discomfort and inconvenience, minor though it may be, due to wearing a
helmet is greater than the risk of me banging my head. Others may and
should make their own assessment, and long may it remain the case that
they may do so.

Where I was referring to "reasonable fall" I was referring to climbing
helmets, by the way. If you come off a climb and the rope catches
you, you're unlikely to fall in a way that will result in a bang to
the head. If the rope fails and you fall a long way, a thin plastic
helmet will do little for you. However, while climbing on actual rock
(there is almost zero risk on an artificial wall) there is a high
chance of rock being kicked loose, falling some distance and whacking
someone on the head. I've seen it happen and it isn't particularly
pretty. That's what climbing helmets are for.
