Not if there is some law which requires you to divulge this information.

Police officers are only permitted to ASK for this information under
certain circumstances. They often get rather annoyed if someone
understands this and stands their ground. If bluff, bluster and
intimidation don't work they sometimes resort to tricks like
claiming that their victim is suspected of stealing their own bank
cards, in order to get themselves into a position where they are
allowed to ASK for that information.

However, there is the odd case of someone simply refusing to provide
this information when asked, no matter what sort of official does
the asking.

In the case of a railway official it is sensible to ask them for the
information they should provide to any passenger who asks for it.

Although the railway byelaws are, like all such petty laws, heavily
biased against the public it is worth remembering byelaw 24(3) "An
authorised person who is exercising any power conferred on him by
any of these Byelaws shall produce a form of identification when
requested to do so and such identification shall state the name of
his employer and shall contain a means of identifying the authorised
person."
