If you finish the sentence, you will see that you are wrong. The
whole sentence says:

"Those are the figures that the Department of Transport understand as
no-one has recently built or rebuilt a simple line such as ours on a
closed construction site."

Note that CedricPKP does not imply that the "no-one has recently built
or rebuilt a simple line such as ours on a closed construction site"
is the belief of the Department [for] Transport. He states it as a
fact, not as someone else's belief.

Which is why I asked whether he had heard of the Welsh Highland
Railway, which is directly comparable to the Keswick proposal. Someone
HAS built or rebuilt a simple line such as ours on a closed
construction site, and the rebuilt line exists from Caernarfon to
somewhere between Beddgelert and Porthmadog.
