Well why do we?

The class 395 will be a 140mph non-tilting dual voltage EMU which
sounds like an IEP only much better.
Why couldn't we have an updated build of BR-design Mk 4s, plus suitable
locomotives? The IC225 train sets were designed for 140mph...

For non-electrified routes, there's a need for some new high-power
diesels.

No. There is a need for electrification.

Ah yes, another example of the "well-argued case" for electrification.

Hmm - A minicase (Considering I am not an engineer)

A Traxx electric locomotive has 5,600 kW and weighs about 80t
The Traxx diesel - powered by an MTU4000 as found in HSTs develops
2,200kW and weighs 83t

Now that means to equal the output from one E-Traxx you will need two
and a bit of the diesel version. And you then have twice the weight, one
less vehicle for payload if you are running trains at the maximum
permitted length.

Also as my weights and measures are from Wikipedia (so pinch of salt if
you please) - I'm not sure if those are Tare weights. If so add 4t to
the weight of the diesel (fuel capacity of 4000lt assuming 1l = 1kg)

Thats my uneducated observation

So what do you do when the eyes of the DfT Rail civil servant you were
telling this to glazed over about half way through the second
paragraph?

What do you say when he asks you "What is in this for DfT Rail, the
Treasury and therefore the taxpayer?"
