No, because if the driver had the ability to override the interlock (at
very low speed only, say) it would be possible to achieve the desired
effect.
Speed wasn't the problem here, the idiot driver wasn't paying attention.
Going back to your signalling metaphor, I believe there has been at least one
accident caused by the signalman deliberately overriding the interlocks.
Plus one, Hull Paragon, where the interlocking was accidentally defeated.
