The pantograph does bounce around a bit occasionally, which means
breaking then re-making the power circuit. How do you smooth out the
power fluctuations and spikes, you can't use a capacitor like for low
(mains) voltage.
I'm not sure why high voltage capacitors are out of the question, every colour TV has some. But another possible answer is that you can also store energy and smooth out very sudden peaks using inductance, of which there is quite a lot between the national grid and the train wheels.
